Государственные закупки как инструмент развития малого и среднего предпринимательства в России

Вопрос развития малого и среднего бизнеса актуален не один десяток лет. В статье рассматриваются вопросы поддержки малого предпринимательства через систему государственных закупок. В рамках представленного исследования авторы попытались систематизировать данные о динамике (с момента принятия закона о государственных заказах) и структуре государственных закупок с точки зрения участия малого бизнеса в закупочном процессе, что позволило выявить определенные тенденции. В качестве основных методов исследования используются вертикальный и горизонтальный анализ динамических рядов, корреляционно-регрессионные модели панельных данных. Данные по участию субъектов малого предпринимательства в государственных закупках сгруппированы по различным признакам в зависимости от цели анализа. Группы данных были проанализированы по 83 субъектам РФ, что позволило провести полномасштабную оценку результативности закупок с точки зрения экономии. Для оценки влияния закупок на развитие субъектов малого предпринимательства было выдвинуто три гипотезы: увеличение числа заказчиков, размещающих заказы для субъектов малого предпринимательства, а также снижение доли заказчиков, не выполняющих требования закона о 15-процентном пороге, приводит к росту экономии бюджетных средств, увеличение числа заявок для субъектов малого предпринимательства приводит к увеличению числа данных субъектов в регионах, число заявок, размещаемых для субъектов малого предпринимательства, влияет на денежный оборот малых предприятий. На основе панельных данных за период 2011-2015 гг. единой информационной системы государственных и муниципальных закупок были построены эконометрические модели, подтвердившие выдвинутые гипотезы. Авторские расчеты могут использоваться органами власти для дальнейшего развития мер поддержки субъектов малого предпринимательства через систему государственных закупок.Библиографические ссылки
