Китайско-российское сотрудничество на Дальнем Востоке в контексте взаимодействия «открытости на Север» и «поворота на Восток»

Дальневосточный регион является важным рубежом сотрудничества Китая и России в рамках взаимодополняющих стратегий «открытости на север» и «поворота на восток», что имеет важное значение для синхронизации развития с северо-восточными регионами Китая. Эмпирические исследования показывают, что торговое и инвестиционное сотрудничество между Дальним Востоком и Китаем развивается быстрыми темпами. Однако в ходе полевых исследований автор обнаружил, что на практике при сотрудничестве с дальневосточными регионами китайские компании сталкиваются с рядом проблем, которые требуют решения. К ним относятся вопросы расчетов по платежам, валютные риски и риски валютного контроля, постоянные изменения в законодательстве, как явные, так и скрытые ограничения от иностранных инвесторов, риски, связанные с несоответствием стандартов и недостаточный опыт международного сотрудничества компаний. В результате исследования сделан вывод, что для продвижения китайско-российского сотрудничества на Дальнем Востоке необходимы коллективные усилия аналитических центров, федеральных и местных органов власти и бизнеса в обеих странах для разработки общего плана, продвижения стандартизации, целенаправленного определения приоритетных направлений сотрудничества, усиленное создание платформ для него, совместное создание трансграничных производственных цепочек и зон промышленного сотрудничества, общее решение проблемы расчетов и расширение деловых возможностей бизнеса. Основное внимание должно быть уделено потребностям предприятий и предоставлению им гарантии услуг «одного окна», включающей консультационные услуги по правовым вопросам и политике, регистрацию товарного знака и патента, а также финансовые расчеты, логистические услуги и таможенное оформление и т. д. Результаты исследования применимы для сторон, заинтересованных в межрегиональном сотрудничестве России и Китая, таких как федеральное правительство, местные органы власти, бизнес и научные круги. Ожидается, что выводы исследования будут иметь определенную ценность в качестве справочного материала для принятия конкретных мер по развитию регионального сотрудничества на уровне федеральных и местных органов власти обеих сторон.
