Проблема координации инвестиционных паспортов муниципальных образований и региональной инвестиционной политики

Влияние внешнеэкономических факторов и нестабильность макроэкономических процессов привели к новым явлениям в региональной экономике: регионализации экономического пространства, усилению межрегиональной дифференциации и одновременной интенсификации межрегионального взаимодействия. Это, в свою очередь, сосредотачивает исследовательское внимание на вопросах формирования приоритетов региональной инвестиционной политики, совершенствовании инструментов реализации инвестиционной политики, разработки систем координации и стимулирования активности участников инвестиционных процессов на региональном и муниципальном уровнях Цель исследования заключается в анализе методологических подходов к формированию системы приоритетных целей и инструментов реализации региональной инвестиционной политики и выявлении их связи с муниципальными инвестиционными паспортами. Гипотеза исследования состоит в предположении, что приоритетные цели инвестиционной политики транслируются с регионального на муниципальный уровень посредством инвестиционных паспортов территорий. Методология исследования основывается на анализе и обобщении теоретических концепций регионального развития, формировании методических подходов к выбору приоритетных целей и инструментов управления инвестиционными процессами в территориальных экономических системах, анализе инвестиционных паспортов муниципальных образований на примере Новосибирской области. Результаты исследования показали отсутствие вертикальной связи между стратегическими усилиями региональных органов власти и практическими действиями муниципалитетов в сфере управления инвестициями, определяемое по четырем индикаторам: проработка и поддержка проектов экспортоориентированных и импортозамещающих производств, развитие и оптимизация кооперационных связей, развитие приоритетных отраслей региональной экономики, учёт системы инвестиционных рисков при реализации проектов. Полученные результаты исследования позволили сформировать предложения по совершенствованию структуры инвестиционных паспортов территорий, обосновать потребность в развитии координационной системы согласования муниципальных инвестиционных профилей и стратегических целей региональной инвестиционной политики.
