In this context, the successful experience of promoting sustainable development in Region Stockholm, despite budget deficits and challenges in tax collection, is of particular interest. Through an analysis of historical and legal documents, this paper traces the evolution of the concepts and principles guiding regional development in Sweden, demonstrating how the gradual adaptation of the SDGs has incorporated European Union practices. The study of official documentary sources, including budgetary and audit reports, examines key development indicators in Region Stockholm, corresponding budget allocations, and the dynamics of SDG indicators for 2022, 2023, and 2024. The findings highlight financial challenges, including high inflation, weakened budget revenues during the pandemic, and an unplanned increase in pension fund contributions due to a sharp rise in the number of retirees. This paper proposes a methodology for calculating an integral coefficient of regional development sustainability. The methodology involves assessing changes in various development indicators for 2023 relative to 2022. The results indicate that despite financing difficulties and a budget deficit of the region’s revenues amounting to 29 %, most of the planned SDGs were achieved. The overall trajectory of regional development remains positive. The insights gained from Region Stockholm’s experience in advancing the SDGs, strengthening regional budgets, and ensuring effective governance structures can be valuable for strategic management planning in other regions.</p></abstract><abstract xml:lang="ru"><p>Имплементация Россией целей устойчивого развития (ЦУР), выработанных ООН, в собственные цели национального развития требует разработки эффективных механизмов их достижения в условиях глобальных вызовов. В этой связи представляет научный интерес положительный опыт реализации устойчивого развития региона Стокгольм, достигнутого в условиях дефицита бюджетных средств, плохой собираемости налогов в условиях пандемии. На основе анализа исторических и правовых документов в работе показана эволюция концепции и принципов развития шведских регионов, что привело к постепенной адаптации ЦУР с учетом использования опыта Европейского союза. Изучение официальных документальных источников, включающих планы развития и бюджеты региона, позволило установить направления и конкретные показатели развития региона Стокгольм, соответствующие им статьи бюджетов, а также проследить динамику показателей ЦУР за 2022, 2023 и 2024 гг. Отчеты ревизионных проверок способствовали выявлению негативных факторов финансирования региона Стокгольм, вызванных совокупностью тенденций последних лет, оказавших нотрицательное влияние на собираемость доходных статей бюджета, к основным из которых относятся: высокий уровень инфляции, плохая наполняемость бюджета, вызванная пандемией, необходимость дополнительных сверхплановых увеличений отчислений в пенсионный фонд в связи со значительным ростом числа лиц пенсионного возраста. В работе предложена авторская методика расчета интегрального коэффициента устойчивости развития региона, основанная на расчете изменений совокупности показателей различных направлений развития за 2023 г. по отношению к показателям 2022 г. На этой основе был рассчитан интегральный коэффициент устойчивости за 2023 г., вектор которого позволил сделать вывод о том, что, несмотря на трудности с финансированием и дефицит бюджета в 29 %, большинство плановых ЦУР были достигнуты, а развитие региона имеет положительную динамику.
