This study aims to analyse regional economic risk by distinguishing between systematic and idiosyncratic components to evaluate their impact on the stability of development in a constituent entity of the Russian Federation. The study employs statistical analysis using a modified CAPM model adapted for regional economies and content analysis of regulatory legal acts related to socio-economic transformation. The latter is conducted through a keyword registry based on industry classifications included in sanctions packages. The key contribution of this study lies in the development and validation of a methodology for calculating regional systematic and idiosyncratic risks, which serves as a basis for refining strategic development priorities for Russian regions. Systematic risk arises from macroeconomic factors beyond the control of individual regions, with sanctions exerting similar economy-wide effects. Idiosyncratic risk, by contrast, stems from sanctions targeting specific legal entities and individuals. Rostov and Volgograd Oblasts exhibit the highest dependence on nationwide economic conditions, while Sevastopol, the Republic of Kalmykia, and Astrakhan Oblast show lower systematic risk but higher idiosyncratic risk due to regional economic structures. Content analysis indicates shifts in the risk profile of the Southern Federal Okrug in response to imposed sanctions. From a policy perspective, regions with higher systematic risk require greater federal support. The findings help evaluate differences in systematic risk across regions and guide strategies to mitigate its impact through federal budget allocations. Future research could focus on identifying the main factors influencing idiosyncratic risk and creating a unified framework for risk assessment, from individual financial portfolios to the broader macroeconomic level.</p></abstract><abstract xml:lang="ru"><p>В риск-менеджменте фондового рынка распространены методики расчета собственного и систематического риска, для регионов принято рассчитывать общий экономический риск. Цель исследования — анализ общего регионального экономического риска в разрезе систематического и собственного для оценки влияния на устойчивость развития субъекта РФ. Методологическую базу исследования представляют статистический анализ по модифицированной для регионов модели САРМ и контент-анализ нормативно-правовых актов социально-экономической трансформации территорий по реестру ключевых слов из наименования отраслей, включенных в санкционные пакеты. Полученные научные результаты состоят в разработке и апробации методики расчета региональных систематического и собственного рисков для формирования новых значимых критериев разработки направлений стратегического развития субъеков РФ. К систематическим относятся риски, определяемые макроэкономическими, не зависящими от конкретного субъекта факторами; подобный характер воздействия имеют санкции, оказывающие макроэкономическое влияние. Собственный риск определяется санкциями, воздействующими на конкретных юридических и физических лиц. Наиболее высокая зависимость от условий развития страны в целом у Ростовской и Волгоградской областей; наименее существенная — у Севастополя, Республики Калмыкия и Астраханской области. В последних больше величина собственного риска, связанного со спецификой региональной экономики. На основе контент-анализа составлен прогноз изменений рисковой карты субъектов Южного федерального округа (ЮФО) под влиянием введенных санкций. В практическом плане наличие большего по сравнению с иными регионами систематического риска предполагает необходимость предоставления субъекту РФ и большей поддержки за счет ресурсов федерального центра. Область применения результатов связана с оценкой величины дифференциации субъектов РФ по уровню систематического риска и созданием условий его нейтрализации за счет предоставления средств федерального бюджета.
