This study introduces a methodology to incorporate demographic indicators into human development assessments within the framework of Kazakhstan’s demographic transition model. The article outlines criteria for selecting relevant demographic indicators aligned with human development concepts, Sustainable Development Goals (SDGs), and regional demographic characteristics while avoiding redundancy. We propose a methodology that uses a Demographic Development Index (DDI) to calculate a correction factor, which adjusts the health component of the HDI based on key indicators of the demographic transition. The DDI construction follows established methods for composite indices as used in global Human Development Reports and is divided into three sub-indices reflecting different depths of demographic analysis: general coefficients, specialized indicators, and population structure metrics. Applying this methodology to 2023 data demonstrates its effectiveness in capturing regional demographic development and transition dynamics. The observed regional variation in the adjusted index reached a factor of 2.1 between minimum and maximum values. These results can inform analyses of demographic and human development processes in Kazakhstan’s regions and offer a useful tool for researchers evaluating human development at national and international levels.</p></abstract><abstract xml:lang="ru"><p>Одной из сторон человеческого развития является долгая и здоровая жизнь, которая при расчете индекса человеческого развития находит свое выражение в индексе здоровья. В то же время, демографические процессы могут быть выражены более широкой системой демографических показателей. Особенную актуальность это приобретает в условиях значительных региональных различий в демографическом развитии в Казахстане, которые следовало бы учесть при оценке человеческого развития в регионах. Целью исследования явилась разработка методики учета демографических показателей при оценке человеческого развития в условиях казахстанской модели демографического перехода. В статье представлены критерии отбора демографических показателей с учетом концепции человеческого развития, индикаторов ЦУР, особенностей демографических процессов, доступности и исключения избыточности по отношению к другим показателям. Авторами представлена методика расчета Индекса демографического развития (ИДР), на основе которого определяется поправочный коэффициент для расчета скорректированного значения индекса здоровья в составе индекса человеческого развития с учетом основных показателей, характеризующих демографический переход. В основе построения ИДР лежит методология построения интегральных показателей, принятых во всемирных докладах о человеческом развитии. Разбиение интегрального индекса на три субиндекса основано на степени детализации глубины анализа демографического развития и демографического перехода: 1) общие коэффициенты; 2) специальные коэффициенты и показатели; 3) показатели структуры населения. Расчеты, проведенные на основе предложенной методики по данным за 2023 г., показали ее применимость для оценки демографического развития с учетом характеристик демографического перехода в регионах. Региональное различие между минимальным и максимальным значениями ИДР составило 2,1 раза. Полученные результаты найдут применение при анализе процессов демографического и человеческого развития по регионам Казахстана.
